Applying to Master’s Programmes at HSE

Step 5: Arrival and Enrolment

 

The COVID-19 global pandemic has changed the process of issuing study visas to international prospective students. 

The Ministry of Internal Affairs of the Russian Federation temporarily has decided to suspend the acceptance of the documents necessary to issue invitations to enter Russia until further notice. The Ministry of Foreign Affairs of the Russian Federation has also decided to suspend the acceptance of the documents necessary to issue visas, including study ones, in consular institutions abroad. 

HSE University still continues accepting applications (in an online personal account) for an invitation, which is obligatory to obtain a study visa. Though the process of its actual official registration will begin with a special order from the Ministry of Internal Affairs of the Russian Federation.

For applicants paying the cost of their study, a copy of the visa invitation with the valid date of entry to Russia will be uploaded into an online personal account once it is ready.

For those enrolling at HSE University with the 100% scholarships, the number of the visa invitation will be uploaded into an online personal account once it is ready.

Before your Arrival in Moscow and other HSE University’s Campuses

1. Prepare all documents indicated in p. 4 and upload documents to the section Consent to Study (Согласие на обучение) in your personal account

After a package of your documents for a quota is received, respective information about you will be input into the russia-edu.ru system by HSE University’s staff. All documents are uploaded into the russia-edu.ru system. After your file is saved in the russia-edu.ru system, you will receive a confirmation about this by email. Please be aware that the notice is provided only if you have not already applied for study via the future-in-russia.com system using the same e-mail address. In order to check the status of your application, please follow the links provided in the notice. 

Please make sure to prepare as well as the list of additional documents that you need to upload to your online account and/or take with you to Moscow.

2. Legalization of your degree certificates (diploma and transcript)*

Depending on the country where your degree certificate was issued, you should complete the legalization procedure. You can find a full list of countries with respective legalization requirements here. Each country has its own criteria for legalization.

*You can have both original degree certificates and related copies legalized.

3. Recognition of international qualifications

Fill in an application form in the section Recognition (Признание) in your online account and upload scanned copies of your certificate of education / diploma and transcript, as well as related notarized Russian translations (if necessary)**.

Information on Recognizing International Qualifications

**Translations can be done in Russia (with a notarization to be obtained at the notary’s office), or in the country of your residence (and certified at the Consular Section of the Russian Embassy/Consulate of the Russian Federation).

IMPORTANT!  The aforementioned procedure is mandatory for all foreign citizens who apply for admission to study at HSE University; it is provided on a free-of-charge basis. If you hold a Russian certificate of education /diploma from a Russian university, you should also fill in a respective application form in your personal online account.  

4. Visa application. 

Visa applications shall be submitted in the section Visa (Виза) in your account. 

If you have been recommended for admission to a government-funded place, your visa invitation will be issued at the request of the Ministry of Science and Higher Education of Russia after the documents indicated in step 4 are uploaded in the information system by HSE University staff. Your visa invitation number and its commencement date will appear in the section Visa (Виза) in your online account as soon as the invitation is ready. Information about visa invitations is expected to be available in early August.  

If you have been recommended for admission to a fee-paying place, you can choose a country and a city, where you will apply for a visa, in the section Visa (Виза). After your application is approved by the moderator of your online account, it will be ready for processing. A copy of your visa invitation will be posted in the section Visa (Виза) in your personal account as soon as it is ready.

Please note that applicants who arrive to study in Russian universities from the following countries DO NOT NEED to apply for a student visa: Republic of Azerbaijan, Republic of Abkhazia, Republic of South Ossetia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Republic of Tajikistan, Ukraine, Republic of Armenia, and Republic of Uzbekistan.

Citizens of the Republic of Belarus, the Republic of Armenia and the Kyrgyz Republic only can enter Russia using their national passports. Citizens of other states must have a designated passport for international travel to enter the Russian Federation.   

Compatriots living abroad should also present their ID when they arrive in Russia. While they stay abroad, they use a Russian passport for international travel as an ID. By their admission to HSE University, Russian citizens living abroad must have their Russian national passport issued. Please bear in mind that it may take up to 2 (two) months to have a Russian national passport issued (if you have temporary registration only, but no permanent residence), and plan your application process accordingly. 

5. How to get your dormitory accommodation referral

Places in HSE University’s dormitories are distributed among international applicants via their personal online accounts. Access to the section Dormitory (Общежитие) in your account will be available after completing the section Consent to Study (Согласие), as well as the recognition procedure, but not earlier than August 17, 2020. A referral to check in to your dormitory with the exact address and room number will be available in your online account three days before the date of your arrival to the Russian Federation, which you must mark in advance in your online account in accordance with the purchased ticket. Therefore, by the moment of your arrival to study, a place in one of HSE University’s dormitories will be reserved for you. Please download and print out an accommodation referral form to present it at the dormitory. 

Please note that due to the epidemiological situation, parents and relatives will not be allowed in the dormitory this year when students move in.

IMPORTANT! At the dormitory, international students shall submit the following:

- a document confirming a negative PCR test result for Covid-19;

- a certificate of vaccinations carried out or a copy of a certificate of preventive vaccinations (form No. 156 / y-93);

- a medical policy purchased before arriving in the Russian Federation.

 

6. Enrolment 

Enrolment process in Moscow  started on August 14, 2020, based on the receipt of all necessary documents from international applicants electronically via their online accounts.

International applicants shall submit online the following documents via their accounts for admission to study on quota places, as established by the Government of the Russian Federation, as well as on fee-paying places under agreements for paid educational services funded by individuals and (or) legal entities:

− a copy of their application for studies;

− a copy of their acceptance of offer of admission;

− a copy of their consent to personal data processing.

IMPORTANT! Templates of the above-mentioned documents to be filled in and uploaded to your online account will be available in your personal account from August 3, 2020.

7. Submission of documents upon arrival in Moscow

After you arrive in Moscow, you should contact your Programme Office. 

Please be ready to present the following documents:

For students admitted to government-funded places

- your passport and a copy of your passport with a notarized Russian translation (if necessary);

- original certificates of education (diploma + transcript) with respective copies of a notarized Russian translation (if necessary);

- your migration card received upon the crossing of the border of the Russian Federation (in the airport or any other border checkpoint in Russia) or a copy of your entry visa.

IMPORTANT! Please make sure to state the purpose of your visit as Study (Учеба) in your migration card.

- 4 (four) 3x4 photographs (matte or glossy);

- an original health certificate (issued not earlier than 6 (six) months before your arrival in Moscow), and an HIV-negative certificate; a certificate of vaccination against measles indicating the date of vaccination and revaccination, and the number of the vaccine (information about the vaccination against measles can be indicated in your general certificate or in the certificate of preventive vaccinations). 

Please note that your health certificate remains valid for 6 months, and your HIV-negative certificate – for 3 months. 

- voluntary health insurance policy (VHI), if any. 

You must have a valid VHI policy during the entire period of study. You can purchase a VHI policy from any insurance company at your discretion in your country of residence before arriving in Moscow, or within 5 (five) days after you arrive in Moscow.

For students admitted to fee-paying places 

- your passport and a copy of your passport with a notarized Russian translation (if necessary);

- original certificates of education (diploma + transcript) with respective copies of a notarized Russian translation (if necessary);

- a copy of the education agreement signed by the “Customer” side;

- a confirmation of payment for Semester 1 of the current academic year;

IMPORTANT! Upon arrival for studying, the contract will be signed personally by the “Customer” and the “Contractor”. If the “Customer” under the contract is a legal entity or one of the student's parents, it is necessary to provide 3 (three) copies of the contract with the personal signature of the “Customer”.

- your migration card received upon the crossing of the border of the Russian Federation (in the airport or any other border checkpoint in Russia) or a copy of your entry visa.

IMPORTANT! Please make sure to state the purpose of your visit as Study (Учеба) in your migration card.

- 4 (four) 3x4 photographs (matte or glossy);

- an original health certificate (issued not earlier than within 6 (six) months before you arrive in Moscow), and an HIV-negative certificate; a certificate of vaccination against measles indicating the date of vaccination and revaccination, and the number of the vaccine (information about the vaccination against measles can be indicated in your general certificate or in the certificate of preventive vaccinations).

8. Registration at your residence address

Please note that international students will need to register at their actual place of residence in Moscow: 

- if you stay in the dormitory, HSE University’s dormitory staff will assist you with the registration with the local office of the Ministry of Internal Affairs of the Russian Federation assigned to the dormitory’s address; 

- if you rent an apartment, the apartment owner will need to submit an application for your registration in the local office of the Ministry of Internal Affairs of the Russian Federation at HSE University’s request.

IMPORTANT! Please be aware of the timeframes, within which citizens of the following countries may stay in Russia without registration:

·       Citizens of Ukraine and Belarus - for 90 days;

·       Citizens of Kazakhstan and Armenia – for 30 days;

·       Citizens of Tajikistan – for 15 days.
