Changes in the Order of Arrival of Foreign Students in Russia
Find the options for the settlement of foreign students in the HSE dormitories in the 2020/2021 academic year provided below:
Option 1
Upon arrival, the foreign student must go to the observatory at the address: Moscow, Kibalchich street, building 7. There the student must present a negative result of the PCR test, done no earlier than 3 days before the moment of crossing the border of the Russian Federation.
After settling in the observatory, within 72 hours the Office of Staff and Student Benefits organizes a second PCR test. After receiving a negative test result, the student gets an HSE dormitory accommodation referral. Until a negative result, the student is to stay in the observatory.
In case of a positive result of the second PCR test, the student will be immediately sent to a hospital.
Option 2
A foreign student arriving at one of the Moscow airports and has a negative PCR test, done no earlier than 3 days before crossing the border of the Russian Federation, can take a second test right at the airport. Having received a negative result, the student must go to the observatory at the address: Moscow, Kibalchich street, building 7. There the student submits two negative PCR test results to the administration. After the administration checks the results of the PCR tests and the Migration Card, the student gets HSE dormitory accommodation referral.
If you do not plan to stay in the HSE dormitory and will find accommodation by your own, you need to take the test at the airport upon arrival in the Russian Federation and provide both tests to the manager of your educational programme.
Please note that in the Migration Card, in the section “Purpose of travel”, you should underline “Education” (Учеба). If you have any questions, please contact the Visa and Registration Centre.
