Important Information for Applicants

Russian citizens cannot be admitted to a separate competition for foreign citizens applying to study in scholarship and fee-paying places.

Pursuant to clause 102 of Admissions Procedures No. 1076, only foreign citizens and stateless persons may take part in a separate competition for applicants to study under Bachelor’s and Specialist degree programmes under paid educational services agreements.

Persons with the Russian citizenship cannot be considered foreign citizens:

1.     Pursuant to Federal Law No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation”, dated July 25, 2002: “a foreign citizen is an individual who does not hold Russian citizenship and can provide evidence of their citizenship (nationality) of a foreign state”; 

2.     Pursuant to Article 6 of Federal Law No. 62-FZ “On Citizenship of the Russian Federation”, dated May 31, 2002: “A citizen of the Russian Federation with any other citizenship shall be regarded by the Russian Federation as a Russian citizen only, except in those cases stipulated by international treaties of the Russian Federation or federal law”.  

Therefore, any inaccurate information about citizenship provided by persons with Russian citizenship and/or their admission to studies under a separate competition shall be regarded as a violation of the academic institution’s admission procedures, with the exception of the international treaty on dual citizenship with Tajikistan and admission of compatriots from among Russian citizens within a quota for foreign citizens as stipulated in legislation considered applicable to compatriots.  

Pursuant to p. 2 of part 2 of Article 61 of Federal Law No. 273-FZ “On Education in the Russian Federation”, dated December 29, 2012, in case of any violation of the admission procedures at the academic institution, thus entailing unlawful admission of an applicant at the latter’s fault, educational relations may be terminated prematurely at HSE University’s initiative.

Violations of the admission procedures shall entail administrative liability for the academic institution, as stipulated by part 5 of Article 19.30 of the Code of Administrative Offenses (i.e., a fine equaling RUB 50,000 – 100,000).
