Procedure for Allocating Places Among Candidates for the Russian Federation Government Scholarship
Please note that the number of places in HSE University's educational programmes is limited. The allocation of places among international applicants follows this algorithm.
This procedure does not apply to applicants via Rossotrudnichestvo or the Open Doors Olympiad!

How to Secure a Place in a Programme: Step-by-Step guide
1. Receiving a Recommendation: Based on the results of the qualifying events and the Admissions Committee meeting, the applicant receives a recommendation for admission to a scholarship place.
2. Uploading Documents: Immediately upon receiving the recommendation, the applicant must upload a complete set of documents to the Offer of Admission section in the Personal Account.
3. Document Review: The Admissions Committee verifies the uploaded documents for compliance with the requirements in order to subsequently submit them to the Ministry of Science and Higher Education of the Russian Federation.
4. Confirmation: If the documents are correctly completed and there are still available places in the programme, the candidate receives an e-mail: "Congratulations! The Offer of Admission section has been successfully completed!"
The place in the programme is only officially considered secured after receiving this notification.
About the Reserve list
Due to the limited number of places, a candidate may be placed on the reserve list in two situations:
Situation 1. Places were filled while the documents were being reviewed.
The applicant has already uploaded your documents to the Offer of Admission section, but while they were being checked, other candidates confirmed their documents earlier, and no scholarship places remain in the programme. In this case, you will receive a corresponding notification.
Situation 2. Places were filled before your candidacy was approved by the Committee.
The applicant's candidacy was provisionally approved ("Recommended for consideration by the Committee"). However, while the Committee was formulating recommendations and approving the relevant documents, all places were completely allocated. In this case, the status of the application will be changed to "Recommended for the reserve list."
How the reserve list works:
- The reserve list is ranked according to the results of the qualifying events: the higher your score, the higher your position.
- If any candidate declines their place, the freed-up place is offered to the highest-ranked candidate on the reserve list.
- The status will be updated in the International Applicant's Personal Account — please check it regularly.
Recommendations for Applicants
Speed and Quality: To minimize the risk of being in a reserve list, upload a correctly prepared set of documents immediately after receiving the recommendation for admission. Check the instructions for completing the Offer of Admission section.
Priority: In disputable situations, priority is given to those whose documents were successfully verified and accepted first.
Promptness: If your documents are returned for revision, try to correct the issues as quickly as possible to secure your place before the programme quota is filled.
