Information for Applicants Admitted under the Quota Provided by Rossotrudnichestvo

Stage one (selection in the country)

Deadlines: start of application submission is September 15, 2025, the deadline for completion of admission must be clarified at the Rossotrudnichestvo Representative Office in your country.

Application submission: The application is submitted in your country at: https://education-in-russia.com/.

Wait for the results of the first stage of selection in your country. For all questions, please contact Rossotrudnichestvo in your country.

Stage two (review of applications at HSE University):

Submission of applications to HSE University: Applications will be reviewed in the order in which they are received.

Assessment criteria for undergraduate studies:

First stage documents: documents submitted at the first stage of selection, including subject grades in certificates and transcripts.
Certificates: Olympiad and competition winner certificates.
Entrance examinations: Results of passing the HSE entrance examinations.

HSE does not issue letters of recommendation for undergraduate applicants with the exception of those who wish to study in the HSE undergraduate programmes "Design" (Moscow), "Journalism" (Moscow), "Media Communications" (Moscow)  and "Design" (St. Petersburg)*.

* To receive a letter of recommendation, you must:

• Submit an application on the website: https://asav.hse.ru/applyba.html#signup. 
• Take part in a Creative Competition.
• When results for the Creative Competition are published, write a letter to inter@hse.ru: Indicate your full name, registration number in your Personal Account and the programme you plan to apply to.
   

Assessment criteria for graduate studies:

Documents of the first stage: documents submitted at the first stage of selection, including grades in subjects in certificates and extracts.
Portfolio Competition: Results of participation in the HSE portfolio competition.

HSE does not issue letters of recommendation for graduate applicants.

Checking statuses: The statuses and results of application review at the second stage can be checked on the website: https://russia-edu.minobrnauki.gov.ru/.

HSE does not comment on the results of application review and does not advise applicants applying through Rossotrudnichestvo on the status of the application, submission rules, or other issues related to admission. For all such questions, please contact the Rossotrudnichestvo representative office in your country.

Receiving a letter of recommendation for Doctoral Programmes:

The decision to provide a letter of recommendation is made based on an examination of individual achievements (portfolio).

The portfolio may include: CV, a plan-prospectus of the proposed scientific research, a motivation letter, letters of recommendation, published and/or accepted articles in scientific journals, documents on participation in conferences, a letter of recommendation from the proposed scientific supervisor, international language certificates and other documents at the discretion of the candidate.

Portfolio documents must be sent to the Doctoral Programmes admissions office by e-mail (admissionphd@hse.ru) indicating the scientific specialty chosen for Doctoral Programme.
